It’s a sunny Sunday afternoon along the Tama River in Tokyo’s Ota Ward, and the riverbank is crowded with people enjoying the weather. Parents and children cycle side by side, rowdy baseball teams are finishing off matches and fishermen wade out to the shallows hoping for a decent catch.

晴れた日曜日の午後、東京・大田区の多摩川河川敷は行楽客で賑わっている。親子連れが自転車で走り、賑やかな野球チームが試合を終え、釣り人が浅瀬に足を踏み入れて釣果(ちょうか）を求めている。

The river forms the capital’s boundary with Kanagawa Prefecture and shapes the landscape for nearly 140 kilometers from its source at Mount Kasatori in Koshu, Yamanashi Prefecture. From here, the river runs through the mountains of western Tokyo, forming Lake Okutama at Ogochi Dam, traveling east through Chichibu-Tama-Kai National Park before making its way southeast between Tama Hills and Musashino Terrace.

山梨県甲州市の笠取山を源流とし、神奈川県との県境をなすこの川は、約140キロメートルに渡って地形を形的に形成している。東京西部の山間部を流れ、小河内ダムで奥多摩湖を形成し、秩父多摩甲斐国立公園を東に進み、多摩丘陵と武蔵野段丘の間を南東に流れている。

In Ota Ward, where shinkansen and commuter trains constantly rattle across bridges overhead, sitting on the water’s edge reveals something else about this winding waterway: a layer of litter hiding in plain sight. Food packets, coffee cups and plastic bottles bob on the surface of the water, occasionally clinging to the branches of overhanging trees.

The river continues, finally reaching the sea at Tokyo Bay — taking with it the waste and pollution accumulated along its journey.

新幹線や通勤電車がひっきりなしに橋を渡っている大田区では、水辺に座っているとこの曲がりくねった水路のもうひとつの特徴が見えてくる。食品パック、コーヒーカップ、ペットボトルなどが水面に浮かび、時折、張り出した木々の枝に引っかかっている。

川はさらに進み、最終的に東京湾の海に到達する。その過程で蓄積された廃棄物や汚染物質も一緒に流れていく。

The scourge of microplastics

Microplastics have made their way into almost all of Japan’s rivers, from urban waterways to rural rivers. Yasuo Nihei, a professor at Tokyo University of Science, is an expert on these small plastic particles.　“Microplastics have been found not only in rivers flowing through urban areas, which are greatly affected by human activities, but also in remote mountain rivers,” Nihei says.

マイクロプラスチックの惨劇

都市部の水路から地方の河川まで、日本のほぼすべての河川にマイクロプラスチックが入り込んでいる。

東京理科大学教授の二瓶康雄は、この小さなプラスチック粒子の専門家です。

「マイクロプラスチックは、人間活動の影響を大きく受ける都市部を流れる川だけでなく、人里離れた山間部の川でも発見されています」と二瓶氏は言う。

Tackling the issue

Confronting pollution in Japan’s waters has been a complex issue since the nation woke up to the problem in the 1960s. A variety of factors are at play that both cause pollution and slow down the implementation of solutions.

According to Nihei, one of the key factors in the high levels of plastic pollution in Japan’s rivers is the focus on marine waste, with attention drawn away from sources of pollution inland.

There has also been resistance to working toward a solution from the Japanese business community.

課題への取り組み

日本の水質汚染は、1960年代に日本がその公害問題に目覚めて以来、複雑な問題を抱えています。様々な要因が絡み合い、汚染の原因となるばかりか、解決策の実行を遅らせる要因にもなっているのです。

二瓶によると、日本の河川でプラスチック汚染が深刻化している主な要因の一つは、海洋廃棄物に焦点が当てられ、内陸部の汚染源に注意が向けられていないことです。

また、日本の経済界が解決策を講じることに抵抗があるのも事実です。

Cleaning up our act

The good news is things are changing. While it all might seem a bit doom and gloom, the fact that more groups are looking into river pollution highlights that the issue is being taken more seriously.

良い知らせは、状況が変わりつつあるということです。少し悲観的に見えるかもしれませんが、より多くの団体が河川汚染について調べているという事実は、この問題がより真剣に受け止められていることを浮き彫りにしています。
